Does this refer to transcriptional control of genes via regulating the continuation of transcription?

Yes. if a transcription terminator sequence is present in an undesirable position, which would lead to premature termination, a particular protein binds to the RNA pol in such a way that it is unable to recognise the terminator sequence, thereby reading through. this is called Antitermination.
