      What is the reason to say that "all enzymes are proteins, but, all proteins are not enzymes"

      Look at you question from a functional perspective:

      Make a list of 20 protiens (that you can think of). And from that list cross-out the proteins that don’t have ‘enzymatic’ activity.

      this should answer your question.
