How does PKC(16-39) inhibit the cPKC? What is the mechanism ❓

(own interpretation is: it may bind to the substrates, but dunnt know what the substrate is. 16-39 is upperstream of the protein, so it should be in the regulatory domain of PKC. so what’s the function of it?)
