Can you help me identify this?

I am not sure where to find the answer to my question, so I am here.
I found this item in a pile of antiques from a family member.
It looks like some kind of animal part, like a sting ray or something, but I honestly don’t know if it is from an animal or a plant.
Can someone give me some guidance?
