More discriminating for what? If you mean for phylogeny, think about evolution pressure. Who is more likely to freely accumulate mutation? coding or non coding?

What I mean to say is whats the difference between noncoding regions and coding regions of DNA, and why the difference in the regions…?

The non coding are not coding and the coding are… coding 😉
This is the main difference. Now as I said, in what context do you have this question? Because I gave you an answer in terms of evolution/phylogeny, and I do not see what else you can want. Your explanation being even more obscure than the first question.
