in X-linked recessive inheritance, can the male be a SILENT/HIDDEN carrier? or males carrying the recessive allele are always affected?

always infected, because they have only one chromosome. When the gene is present on that chromosome, it is expressed. The condition is known as hemizygous.

OK that is what I thought, but… could there be any such diseases that are only affecting females even though that males can cary them for example a hereditary disease that affect ovaries (a male would be able to carry but not to be affected)??? I ask that from lack of knowledge.

I have never heard of such a disease, but it is impossible to prove that something does not exist.
